Why are improvements to the Highway 403/Rest Acres Road interchange necessary?
Operational improvements to the Highway 403/Rest Acres Road Interchange are required to meet the current and future peak traffic demand in the area. Specifically, the “Brant 403 Business Park Long-Term Traffic Impact Study” (May 2015) forecasted the long term impacts of traffic growth resulting from the continued development of the Brant 403 Business Park, the opening of several new gravel pits in the area, and future development in the Southwest Paris Settlement Area and identified the need for operational improvements to the interchange. As part of the Preliminary Design Report (2017) an initial analysis of the interchange alternatives was completed and the traffic operations analysis of the ramp terminal alternatives demonstrated that proposed roundabouts would operate very well at the interchange ramp terminals and would result in improved traffic operations and safety in comparison to signalized intersections.
Why are roundabouts preferred over traffic signals at the interchange?
Roundabouts and traffic signal options were assessed as part of the harmonized Class EA study completed by the County of Brant. The study determined that roundabouts provided improved traffic operations by reducing traffic delays and queuing, while also providing safer conditions for all road users.
How will this project impact the surrounding natural environment?
This project is anticipated to have minor natural environmental impacts as the areas adjacent to the interchange are characterized by cultural or disturbed habitat and the project team will attempt to minimize impacts to the natural areas, where possible. A Terrestrial Ecosystems Assessment is being completed to determine the natural environmental impacts of the proposed reconstruction as well as appropriate mitigation measures. A Landscaping Plan will also be prepared to identify planting and landscaping that is sustainable for a roadside and interchange environment.
Will the new roadway be illuminated?
Yes, the interchange will be reviewed for opportunities to improve illumination in order to meet MTO standards for highway safety.
How will the public be consulted?
As part of the EA process, a Notice of Study Commencement will be provided to applicable agencies and stakeholders, as well as posted in local newspapers with the purpose of providing details on the project and key contact information. This project website has also been developed to provide information on the proposed work.

When will the project be completed?
It is expected that the Detail Design and the Class Environmental Assessment study will be completed in the Fall of 2024. Construction start date has not yet been confirmed and is subject to funding, permits and approvals, design development, and construction requirements.
